The country’s president said the nationwide flooding after the storm hit last week was the most challenging natural disaster in the island nation’s history.

The military sent troops, helicopters and boats to rescue stranded people. At least 33 people have been killed and more than two million displaced over the past week.

The move would allow county officials to provide financial aid to those affected by Immigration and Customs Enforcement raids.
